The sitemap XML cache is a modification only and can be installed via the Extension Installer (select the sitemap_cache.ocmod.xml) or manually added if you have a modificaiton manager.
It works by writing a cached sitemap.xml to your cache folder. Check to see this is being created when you visit your sitemap. If there's a issue or conflict please clear your logs and check to see if anything is added when you refresh modifications.
